Pinocchio

We're removing floating-point math from Solana's core protocol. Layer by layer. Layer one: SIMD-0391, activated on mainnet-beta at epoch 1026. It replaces all floating-point (floats) arithmetic in the Stake Program and validator client’s warmup and cooldown logic with fixed-point math. Layer two: SIMD-0607, now proposed and in review. It targets the runtime itself, removing floats from the inflation rewards and rent calculation path. Floats can round differently across different hardware, validator clients, and compilers, introducing the possibility of consensus divergence and liveness risk. SIMD-0391 and SIMD-0607 eliminates this by standardizing on fixed-point. These two improvements aren't the end. Floating-point lives in other, less urgent paths that will transition to fixed-point eventually.
